The Influencing Factors of Industrial Brownfield Redevelopment in China
As China's urban development enters the era of urban renewal,the redevelopment of industrial brownfield will also become an important element of future urban renewal,while existing studies often pay more attention to the economic benefits of industrial land redevelopment and pay insufficient attention to its environmental impact.On the basis of summarizing the research on the factors influencing the possibility of brownfield redevelopment,the paper analyzed the characteristics of the mode of industrial brownfield redevelopment in China,use the list of risk control and remediation of soil pollution on construction land regularly announced by provinces,municipalities and autonomous regions in 2019-2022,cluster analyze the characteristics of the redevelopment of industrial brownfield in each province in China,and use the method of multivariate linear regression to empirically study the factors influencing the possibility of redevelopment of industrial brownfield in each province in China.The study found that(1)the redevelopment of industrial brownfield in China is characterized by the pro-active role of local governments;(2)the redevelopment of industrial brownfield in various regions of China can be divided into four categories,namely,highly remediated developed cities,moderately remediated developed cities,low remediated developing cities and highly remediated developing cities;(3)the financial strength of local governments,industrial restructuring,as well as the level of investment in real estate development affect the redevelopment possibilities of industrial brownfield in different regions of China.Based on the above findings,this paper proposes to improve the establishment and utilization of the soil pollution prevention fund,establish a multi-level fund,tilt the fund to areas with lower levels of financial income,and encourage the participation of multiple actors in the redevelopment of industrial brownfields.
