鉴于目前我国实行"双碳"目标的迫切需求,发展海洋碳汇交易市场已成为实现"双碳"的重要途径之一.从交易市场扩增路径的角度出发对海洋碳汇交易进行初步探索,主要从以下几方面进行说明:产业市场的具体化要根据海洋资源的碳汇能力和经济价值换算进行不同的区分,要注意不同形式下的判断,以浙江省为例进行相关碳汇价值估算;对以清洁发展机制为基础的交易市场进行扩增,包括明确海洋碳汇交易市场的原则与模式、交易对象范围;从当前推动海洋碳汇交易影响因素出发提出相关激励措施.
Abstract
In view of the urgent need to achieve the"Double Carbon"goal in China,developing the marine car-bon sink trading market has become one of the important ways to achieve the"Double Carbon"goal.This arti-cle conducts a preliminary exploration of marine carbon sink trading from the perspective of expanding the trad-ing market,mainly from the following aspects:The concretization of the industrial market should be differentiat-ed according to the carbon sequestration capacity and economic value conversion of marine resources,and at-tention should be paid to the judgment under different forms.Taking Zhejiang Province as an example,relevant carbon sink value estimates are made;Expanding the trading market based on the clean development mecha-nism,including clarifying the principles and modes of the marine carbon sequestration trading market,and the scope of trading objects;Proposing relevant incentives from the current factors affecting the promotion of ma-rine carbon sequestration trading.
