在当前全球推进低碳发展和实现碳中和的大背景下,中国提出的"双碳"目标为各区域发展带来了新的机遇和挑战.首先概述了"双碳"战略的国内外背景,明确了其在全球和国家层面的战略定位.其后,针对上海临港新片区,分析了其低碳发展的重要意义及在"双碳"背景下的发展机遇与面临的挑战.基于此,深入探讨了临港新片区应如何把握这一战略契机,明确了其低碳发展的工作思路、主要领域和具体保障措施.
Abstract
Against the backdrop of promoting low carbon development and achieving carbon neutrality worldwide,China's"Double Carbon"goal has brought new opportunities and challenges to regional de-velopment.Firstly,the domestic and international background of the"Double Carbon"strategy is out-lined,and its strategic positioning at the global and national levels is clarified.Subsequently,for the Shanghai Lingang New Area,the significance of its low carbon development and the development op-portunities and challenges faced under the"Double Carbon"background are analyzed.Based on this,it is deeply explored how the Lingang New Area should seize this strategic opportunity,and its work ideas,main areas and specific safeguard measures for low-carbon development are clarified.
