Analysis and Suggestions on Carbon Emission Quota Scheme for Gas Dis-tributed Energy Supply System
This paper summarizes the accounting methods for gas distributed energy supply projects in the current carbon emission quota schemes in China and Shanghai.The accounting process is demon-strated through an example of an energy center,and the characteristics and applicability of the national and Shanghai schemes are analyzed.The concept of benchmark efficiency was proposed,which refers to the thermal efficiency benchmark of units when obtaining carbon emission quotas in full.Based on the Shanghai quota scheme,the benchmark efficiency contained in the quota indicators of heating units was calculated.The benchmark efficiency of gas boiler heating was 90%,and the benchmark effi-ciency of gas distributed energy supply units was 82%.Based on the benchmark efficiency of units,cal-culated by supplying 10000 tons of steam,gas distributed energy supply projects have a 60%emission reduction effect compared to gas boilers.Suggestions have been put forward to further improve the quota allocation mechanism,by setting a unified heating emission coefficient,adjusting the power sup-ply conversion method,establishing a quota guidance incentive mechanism,advocating the use of car-bon emission accounting tools to guide energy project construction and operation practice,and promot-ing the gradual shift of high emission units to use low emission equipment.
