Analysis on the Legal Path of New Energy Vehicle Charg-ing Pile Management under the Background of"Double Carbon"
The report of the 20th National Congress of the Communist Party of China clearly pointed out:"Achieving carbon peaking and carbon neutrality is an extensive and profound economic and social systemic change."The development of new energy vehicles has become an important strategic measure to achieve the"Double Carbon"goal.However,the charging pile of new energy vehicles is trapped in the governance prob-lems,such as the unclear governance regulations,the poor specific implementation effect,and the obstruction of the regulatory mechanism.It is necessary to give full play to the guarantee role of the rule of law in consoli-dating the foundation,stabilizing expectations,and providing long-term benefits.With the formulation of norms as the starting point,the responsibility chain with clear subject,clear scope and clear hierarchy should be con-structed;With the operation of law enforcement power as the focus,a joint operation mechanism of multiple collaboration and technology empowerment has been created;With supervision and guarantee as the starting point,the connection mechanism of internal supervision and external supervision is normalized,and the rule of law governance mechanism with clear responsibilities,orderly operation and efficient supervision has been formed.
