"双碳"目标驱动下园区多维度零碳化建设实施路径

零碳化建设是实现我国"双碳"战略目标的必经之路,实现零碳需要采取多种措施,包括能源效率提高、清洁能源使用、废弃物资源化、节约用水等方面的改善,直接影响整体产业能源结构的转型升级.园区是落实我国"双碳"战略的重要抓手和天然试验田,也是能源转型的必然选择,建设零碳园区极具现实意义和研究价值.目前对园区零碳建设的思路、方案与标准尚处于起步探索阶段,理论与实践中还存在方向不明、缺少成熟案例指导、政策配套不完善等方面问题.梳理园区零碳化建设的含义与主要标准体系,梳理现有零碳园区案例,归纳主要建设路径,将不同技术或非技术措施的单位减排量对应的成本进行计算分析,以成本最低且碳减排量最高作为目标,寻求园区零碳化改造的最佳路径,使园区内动态碳排放强度为零.最后从科学、技术与政策多维度总结零碳园区建设面临的挑战.希望所搭建的模型和实施路径能为未来零碳园区项目的实践提供一定的参考.
Implementation Path of Multi-Dimensional Zero-Car-bonization Construction in Industrial Parks Driven by the"Double Carbon"Goal
Zero-carbon construction is the only way to achieve my country's Double Carbon strategic goals.Achieving zero-carbon requires taking a variety of measures,including improvements in energy efficiency,clean energy use,waste recycling,water conservation,etc.,which directly affects the transformation and up-grading of the overall industrial energy structure.The park is an important starting point and a natural experi-mental field for implementing my country's"Double Carbon"strategy.It is also an inevitable choice for energy transformation.Building a zero-carbon park is of great practical significance and research value.At present,the ideas,plans and standards for zero-carbon park construction are still in the initial stage of exploration.There are still problems in theory and practice such as unclear direction,lack of mature case guidance,and im-perfect policy support.Sort out the meaning and main standard system of zero-carbon park construction,sort out the existing zero-carbon park cases,summarize the main construction paths,calculate and analyze the costs corresponding to unit emission reduction of different technical or non-technical measures,and aim to achieve the lowest cost and highest carbon emission reduction,and seek the best path for zero-carbon park renovation to achieve dynamic zero-carbon park emission intensity.Finally,we summarize the challenges fac-ing the construction of zero-carbon parks from multiple dimensions of science,technology and policy.It is hoped that the model and implementation path built can provide certain reference for the practice of future ze-ro-carbon park projects.
