School Development Planning in Supervision and Evaluation:Realistic Dilemmas and Formation Mechanisms
Based on the three key elements of school development planning,implementation and evaluation,the paper points out the threefold dilemma of school development planning:first,the goal setting under administrative pressure in planning;second,the low process constraints in planning implementation;third,the high goal constraints in planning evaluation.Based on the"pressure-type system theory",a structural interpretation framework of"structure-behavior-performance"is built,and the mechanism of dilemma formation is analyzed from three aspects:the school is at the end of the pressure-type system,the separation of subject behavior and function,and the"trap of index governance".In order to break through the practical dilemma of school development planning,the following three aspects of mitigation measures are proposed to achieve the dual value of school development planning accountability and improvement:first,the concept update:from problem solving to appreciation inquiry;second,the professionalization of inspection team:from"taking office"to"competence";third,the index optimization:strengthening the process attribute of school development planning.
