The hypotheses of"Knowledge Gap"and"Information Gap"only provide a conceptual approach to understanding"Digital Divide".They fail to explain the fundamental attributes and social causes of digital disparities in digital societal life."Digital Divide"represents the primitive state of digital disparities,and as digital technologies advance,the limitations of the concept of Digital Divide become increasingly apparent."Digital Inequality"has emerged as a crucial theoretical concept for explaining digital disparities.The digitized society,centering on data,driven by algorithms and supported by computing power,provides the conditions for digital inequality.Digital inequality is manifested in data inequality,which is mainly based on personal information data;algorithmic inequality,which is based on algorithmic decision-making;"platform power"domination,which is driven by computing power as the technological core.In the process of China's digital strategic deployment,a governance system addressing digital inequality has taken shape,with data governance,algorithm governance,and platform governance becoming crucial approaches to promoting the modernization of digital governance systems and capabilities.To achieve digital justice and optimize governance paths,it is necessary to adapt to the governance transformation of digitization and alter governance logics,consider carefully on the allocation of citizens'digital rights,delineate and optimize the algorithm process in stages,and realize platform governance under technical care.
