Changes in Family Welfare Functions of Migrant Workers and Reconstruction of Family Policies
In traditional Chinese society,the basic needs of the members of society,including their birth,aging,sickness and death almost happen in the family,which plays an extremely important welfare role.However,with the acceleration of social mobility,the family welfare function of migrant workers has shown a declining trend of shrinking,transferring and marketization,which requires the active intervention of national social policies.By introducing a theoretical framework in which social policies intervene in family welfare,it finds that the current socail policy interventions for migrant workers'families still belong to the implicit familyism welfare model.The reconstruction of migrant workers'family policy should embrace the welfare concept of explicit familialism,nurturing the welfare function of the family.This involves enhancing the family's ability to fulfill its welfare responsibilities,providing support to the family,and reinforcing its role in the provision of welfare for society members.It is essential to avoid blindly substituting or taking over the family's welfare function but rather to empower and strengthen the family's capacity in fulfilling its inherent welfare duties.
