摘要
社区应急对于整个风险社会的安全和稳定至关重要.然而社区应急仍然存在应急制度、应急能力、应急力量、应急保障等"失灵"现象,特别是应急"脱耦"和灾后恢复重建弱化两个突出问题.运用韧性治理理论的新视野分析,梳理风险社会背景下我国社区应急管理体系与能力的问题与瓶颈,有利于探究韧性社区的应急规律.研究发现,时间、空间和物资三维构成整个社区应急的韧性生态系统,适应性启动、自组织和资源策略是社区应急的行动逻辑."以人民为中心"、制度环境、全过程管理和能力建设是韧性社区应急实现的基本条件.
Abstract
Community emergency management is crucial for the safety and recovery of the entire risk society.However,challenges such as malfunctioning emergency systems,inadequate emergency capabilities,weak emergency forces,and deficient emergency support still persist in community emergency management.Notably,there are prominent issues such as emergency"decoupling"and the weakening of post-disaster recovery and reconstruction.Applying the new perspective of resilience governance theory facilitates China's community emergency management system and capabilities in the context of a risk society,it helps to identify problems and bottlenecks.This study explores the patterns of resilient community emergency management in China.The paper reveals that the temporal,spatial,and material dimensions constitute the resilient ecosystem of community emergency response,with adaptability activation,self-organization,and resource strategies forming the action logic of community emergency management."People-centeredness",institutional environments,comprehensive process management,and capacity building are identified as fundamental conditions for achieving resilient community emergency management.
