The high-quality construction of the regional value chain in the Belt and Road region is an inevitable choice for countries along the route in coping with the restructuring of global value chains.From the perspective of historical logic,during the 10-year construction process,the Belt and Road has followed the laws of evolution of major participants in value chain construction,the laws of opening up from the coast to the interior,the laws of embedding the regional value chain in the global value chain,and the laws of inclusive development.From the perspective of practical logic,the Belt and Road initiatives haves laid a foundation for regional value chain cooperation by providing instrumental,institutional and conceptual global public goods at the macro level;deepened production capacity cooperation and upgraded industrial capacity at the meso level,which has created the power and value-added space for regional value chain cooperation;and attracted in-depth participation of enterprises at the micro level,which has integrated the production links of regional value chains.From the perspective of theoretical logic,the regional value chain of the Belt and Road has innovated the globalization theory of western economics,promoting the construction of a new type of globalization theory and inclusive and diversified international orders;innovated the value chain theory,forming a new type of regional globalism-oriented value chain,and providing new paths for the participation of late-developed economies in international production.It has also broken the inherent thinking mode of global governance theory,stepped out of the misunderstanding of economic re-balancing governance of western countries,and alleviated the problem of global governance deficit.
