From Mass Line to Whole-Process People's Democracy:The Political Logic of People's Advice Collection System
The democratic system is fundamental to modern state governance,serving as a conduit to collect and absorb public opinion to ensure government responsiveness.The People's Advice Collection System,as an information exchange mechanism between the state and society,provides an institutional foundation for the expansion from the mass line to the whole-process people's democracy.We examine the political logic of the People's Advice Collection System in the sense of information politics,regards the mass line as the informational mechanism of China's unique democratic system,and analyze the narrative logic and operational mechanism of the People's Advice Collection in the practice of whole-process people's democracy from both theoretical and empirical dimensions.The system has gradually achieved its institutional function of gathering collective intelligence,and the mass line is consistently interwoven into the historical trajectory of its development.This system has established a democratic structure that covers all aspects of the democratic process and all sectors of society,combining top-down absorption with bottom-up participation,and playing the political functions of social mobilization,political communication,public opinion integration,and consensus response.In conclusion,the People's Advice Collection System is an institutional arrangement for collecting and absorbing public opinion in China,which is of great significance in understanding the progress of the Whole-process people's democracy in the new era.
