The Difference Between the Nature of Public Affairs and the Coordination Function of Digital Technology:——A Comparative Study on Local Government Service and Petition Informatization
This paper focuses on the impact generated by the nature of public affairs,which is often ignored in the existing research on the coordination function of digital technology.The coordinating role of digital technology among central government,local governments and society varies significantly across different fields of public affairs.Such disparities are primarily influenced by two dimensions of the nature of public affairs:the flexibility required for governance and the social risks entailed in governance.In the field of government services,due to the low flexibility and the low social risks involved,the integration and embedding degree of digital technology is relatively high,which facilitates coordination among the central government,local authorities,and society,thus forming a governance model of"central supervision,local governance and social accountability".In the field of petition,due to the high flexibility and the high social risks involved,the degree of integration and embedding of digital technology is relatively low,which weakens coordination among the central government,local authorities,and society,and restricts the formation of the governance model of"central supervision,local governance and social accountability".The coordination role of digital technology is not only affected by institutional and technical factors,but is also deeply affected by the nature of public affairs itself.This influence,is rooted in the institutional logic of national governance.
