Research on the Innovative Social Public Private Partnerships of Charitable Trust:Dynamic Combination and Selective Model
In the process of sinicized charitable trust,government departments,enterprises,charitable organizations and social public have created the new model of Social Public Private Partnerships(SPPP).There are some innovations in fiduciary relationship among multiple subjects,socialized fund raising,open and transparent mechanism,dynamic governance and the expansion of applicable scenarios.Based on some pioneering and exemplary cases,the charitable trusts integrated into government departments are classified into four categories,namely,government-led society,government-society-enterprise,government-enterprise linkage,and enterprise-connecting government-society,according to the dynamic combinations and roles of different participating subjects.Comparative studies are conducted in terms of network complexity and multi-dimensional goal congruence.It finds that dynamic adjustment of the combination of government,market,and social organizations in the governance structure and the complexity of the cooperation network is conducive to designing and selecting the suitable model of SPPP for the national situation,improving the goal congruence and optimizing the risk prevention and control.The conclusion provides intellectual support for the government to promote environmental governance,people's livelihood construction and the mechanism-building for effective connection between poverty alleviation and rural revitalization.
