In the fields of education,culture,sports and health,there is widely industry governance aiming at achieving standards.However,due to the lack of systematic institutional design,its inherent policy value has not been fully theoretically recognized.Nor has it been possible to extract replicable and propagable empirical pattern from the perspective of state governance.The creative application of standard governance to the governance of large-scale absolute poor people not only reflects the principle that poverty governance is compatible with the economic and social development,but also establishes an institutionalized model of standard governance with the institutional reference of tournament-oriented competitive governance.It specifically includes three basic elements:firstly,the control logic for self-limiting goals;secondly,the institutional framework consisting of subject responsibility system and bidirectional control system;thirdly,the control of the governance process through pressure conduction mechanism and policy benchmarking mechanism.They constitute the most important institutional legacy of poverty alleviation in the general way of state governance,indicating that the standard governance has the universal significance and application value at the level of state governance.
