In the Annals of Emperor Xianzong,Jiang Xi,a historian of Tang Dynasty attributed the reason for Yuanhe Resurgence to"Power Back to Chief Ministers".This is a reflection on the politics of Emperor Dezong and an attempt to achieve national peace and prosperity through political models, emphasizing the traditional system of entrusting monarch and ministers. The chief minister did play an important role in Yuanhe Resurgence, but their power was only partially restored, and eunuchs also emphasized their roles in the Yuanhe Resurgence as"inner ministers",which further weakened the persuasiveness of the"Power Back to Chief Ministers"discourse. After the An Lushan Rebellion, military and political affairs needed to be centrally and efficiently handled around the emperor. The situation of the shrinking power of the Chief Minister and administration had already existed before Emperor Dezong, and the trend of eunuchs participating in the inner court and even encroaching on the authority of the officials could not be reversed. Therefore, only the imperial power located at the political core of the country could achieve the sorting of power relations, and system of entrusting monarchs and ministers cannot adapt to central political changes. However, the revival of imperial power in late Tang Dynasty emphasized the imitation of the governance experience by ancestors and wise officials,so the discourse of"Power Back to Chief Ministers"still had exemplary significance in real politics. At the same time, eunuchs'participation in politics as ministers had institutional ambiguity and uncertainty, coupled with traditional stereotypes in moral concepts and public criticism caused by authoritarianism, which made it difficult for the identity of"inner ministers"to integrate into this discourse system.
