As frontline executors of grassroots governance,the current community worker team is showing a trend of"replacement".The new generation of community workers are occupying the stage of grassroots governance,with characteristics such as youth and high education,entering the community through market competition and independent career choices.Faced with new community characteristics and era tasks,they need to clarify macro policy intentions and achieve consistency in collective execution from top to bottom;Due to differences in intergenerational and agency,there are differences in bottom-up behavioral choices.Through interviews with 35 community workers from different generations in Shanghai,the study found that the"new generation"community workers have formed their own unique grassroots governance toolkit:professional knowledge,institutional awareness,information technology,and reflexive practice.This governance toolkit is a set of action strategies formed under the joint influence of grassroots governance scenarios,vertical constraint mechanisms,micro action strategies,and other factors.Understanding such a toolkit can help promote the transformation and upgrading of grassroots governance.
