The Effective Predicament and Path Optimization of the Party Building of Social Organizations in the New Era
Since the 18th National Congress of the CPC,the CPC Central Committee has accurately grasped the new stage of development,promoted the modernization of national governance and social governance capacity,led the modern social governance system to deepen,and achieved initial results in the high-quality development of social organiza-tions.In the new era,with the gradual improvement of the basic legal system in the field of social organizations,the logic of social organization governance has changed from"legal survival"to"effective governance".The improve-ment of efficiency in the party building work of social organizations is the inevitable choice to realize the high-quali-ty development of social organizations in the new era.But due to the social organization party construction is the innovation of grass-roots governance in our country practice,it is still in groping,presents the touch stones across the practice of the logic,coupled with the traditional weak social governance practice path dependent factors,so-cial organization party construction in practice facing cognition,structure,function and resources of the effective-ness of the dilemma.To dress this dilemma of effectiveness is not only an important historical mission to fully imple-ment the Party with strict governance and consolidate the foundation of the Party's long-term governance in the new era,but also a strategic choice to realize the effective growth and prosperity of social organizations and the or-derly service of the modernization pattern of national governance in the new stage of development.Therefore,we should take the path of value restructuring,structure absorption,function integration and resource aggregation to boost the Party's orderly governance of social organizations,make the social organization and party organizations build,turn and live,and solve the effectiveness dilemma of the party building in social organizations.
