The Concepts,Types and Applications of Social Policies under Digital Technology
With the digital transformation and the application of digital technology in social policies,it is of great signifi-cance to explore the development of social policies under digital technology.By explaining the mechanisms of digi-tal technology in social policies,this article develops three types of social policy under digital technology,including digital technology-oriented social policy,social policy for digital technology,and social policy in the digital age.They are based on the perspectives of"technology-driven"theory,"technology-context"theory,and"technology-demand"theory respectively.The first type emphasizes the positive empowerment of digital technology on social policy,namely,shortening the policy implementation cycle of needs assessment,organizational implementation,and impact evaluation.The second type focuses on the negative empowerment of digital technology on social policy,ad-vocating giving appropriate discretion to street-level policy implementers and actively paying attention to digital vulnerable groups.The third type emphasizes the challenges posed by new demands in the digital age to social poli-cies,advocating bridging the digital divide,developing lifelong education and skills training,and constructing em-ployment,elderly care,healthcare,and other social security systems.
