State-level new areas,as comprehensive platforms undertaking major national development and reform tasks,serve as vital carriers for promoting high-quality economic development and leading regional coordinated development in China.This article analyzes the impact of state-level new areas on regional industrial structure upgrading using panel data from 71 central cities in China from 2003 to 2019,employing the difference-in-differences method.The study finds that:(1)state-level new areas effectively promote the upgrading of regional industrial structure by promoting the upgrading and rationalization of industrial structure,and this driving effect has a sustained effect;(2)the promotion of urban industrial structure upgrading by state-level new areas can be achieved through two pathways:the flow of research and development(R&D)personnel and the level of green innovation;(3)the industrial structure effect of state-level new areas varies due to differences in geographical location,city administrative level,and new area management system.Specifically,state-level new areas have a stronger driving effect on the upgrading of urban industrial structure of cities in the central and western regions,cities with higher administrative levels,cities where new areas with a unified management system of administrative districts,and cities with the new areas established after the 18th National Congress of the Communist Party of China;(4)state-level new areas can drive the upgrading of industrial structure in surrounding cities through spatial spillover effects,significantly promoting the upgrading of industrial structure in cities within a range of 300 to 400 kilometers.Therefore,it is necessary to clarify the development positioning of state-level new areas,promote the digital transformation of new area industries,formulate preferential policies and management systems for state-level new areas according to local conditions,increase efforts to attract talents,and enhance the green innovation capabilities of state-level new areas.
