90家社区卫生服务机构法制化建设情况调研

目的:了解我国社区卫生服务机构法制化建设情况.方法:于 2022年 9月采用方便抽样方法选取我国各省份的 90 家社区卫生服务机构开展问卷调查,并召集 9 名参与本次问卷调查的上海市社区卫生服务机构主任召开机构法制化建设情况座谈会.结果:90 家社区卫生服务机构中,82 家(91.1%)组织学习了《中华人民共和国基本医疗卫生与健康促进法》;69 家(76.7%)制订了与《中华人民共和国基本医疗卫生与健康促进法》相关政策;所有机构均签订了家庭医生签约服务协议、建立了居民电子(纸质)健康档案、提供基本医疗服务及开展国家基本公共卫生服务;77家(85.6%)机构的设备配置均达到了相关规定标准,其中不存在超期服役的占 76.7%,13 家(14.4%)机构的设备配置未达到相关规定标准;64 家(71.1%)机构获得了所在地财政部门的全额拨付经费,75 家(83.3%)能够获得按时、全额的国家基本公共卫生服务经费拨付;70家(77.8%)实行了职工"同工同酬",85家(94.4%)为职工购买了五险一金.结论:《基本医疗卫生与健康促进法》的正式实施为社区卫生服务法制化建设提供了法律保障,应进一步促进相关法律法规的实施,加强医疗联合体分级诊疗建设,落实社区卫生服务机构硬件达标建设责任,建立绩效工资制度.
Investigation of the legal construction of 90 community health service centers
Objective:To understand the legal construction of the community health service centers in China.Methods:In September 2022,90 community health service institutions in various provinces of China were selected by convenient sampling method to carry out questionnaire survey,and 9 directors who participated in the questionnaire survey in Shanghai community health service institutions were summoned to hold a symposium on the legal construction of institutions.Results:Out of 90 community health service institutions,82 institutions(91.1%)had organized the study of the Basic Medical and Health Promotion Law of the People's Republic of China;69 institutions(76.7%)had formulated policies related to the Basic Medical and Health Promotion Law of the People's Republic of China;all institutions had signed service agreements with family doctors,established electronic(paper)health records for residents,provided basic medical services,and carried out national basic public health services;the equipment configuration of 77 institutions(85.6%)had met the relevant regulatory standards,of which 76.7%had not expired service,and the equipment configuration of 13 institutions(14.4%)had not met the relevant regulatory standards;64 institutions(71.1%)had received full allocation of funds from their local financial departments,and 75 institutions(83.3%)had been able to receive timely and full allocation of national basic public health service funds;70 institutions(77.8%)had implemented"equal pay for equal work"for employees,and 85(94.4%)institutions had purchased five insurances and one fund for employees.Conclusion:The formal implementation of the Basic Medical and Health Promotion Law provides legal protection for the legal construction of community health services,it is necessary to further promote the implementation of relevant laws and regulations,strengthen the hierarchical diagnosis and treatment construction of medical consortia,implement the responsibility of hardware standard construction of community health service institutions,and establish a performance-based salary system.
