The Russia-Ukraine conflict has raised concerns about the safety and security of cross-border oil and gas pipelines.China's cross-border oil and gas pipelines have strengthened energy connections within the SCO,but also face potential security threats.Cross-border oil and gas pipelines have the characteristics of connectivity and integrity which determine that the safety guarantee of China's cross-border pipelines is a regional and systematic project,which depends on the security measures and legal protection of each transit country.Observing from the domestic legislative practice of the other eight SCO member states,there are significant differences in the status of pipeline safety in the legal systems of each country,as well as in the way in which they are protected.China should learn from Kazakhstan's comprehensive security model of"one base,two specializations"and Russia's specific institutional arrangements,strengthen the protection of oil and gas pipeline information system security legislation and criminal law,and promote the coordination of relevant systems among SCO member states,build a cross-border oil and gas pipeline security linkage mechanism within the SCO,and contribute to the formation of a new world energy order while safeguarding China's energy security.
