Since the commencement of the project of Internet Plus in 2015,nearly a decade of the digital economy with the Internet as the infrastructure,the Internet platform as the main body,and"data,algorithms,arithmetic power"as the factors of production has made remarkable achievements,but also brought many challenges to the existing governance structure and mechanism.In order to safeguard and promote the high-quality development of the digital economy,it is necessary to build a multivariate rule of law system to regulate the orderly development of the digital economy as the baseline,and support its high-quality innovation and development as the main purpose.In terms of regulation,the principle of classification and grading should be adhered to,so as to rationalize the allocation of resources and improve the efficiency of regulation through normalized regulation;in terms of legislation,the legal and regulatory system of market economy should be improved,so as to lead the high-quality development of the digital economy through scientific legislation;in terms of judiciary,all kinds of yet-to-be-observed digital economic activities should be prudently regulated under the concept of dynamic competition,so as to ensure the competition of the market of the key factors of production of the digital economy through impartial justice;in terms of compliance,a multi-dimensional co-regulation system is being constructed led by the government with the participation of enterprises,society,industry associations,consumers and organizations to facilitate the guidance and incentives for corporate compliance management.
