以气象部门2018-2022年局校科技合作统计数据为依据,分析气象部门局校科技合作现状及问题,探索构建由基础通用、局校科技合作成效评估保障、科研项目合作评估、联合团队组建评估、联合平台(及机构)建设评估、局校合作科技成果在气象部门转化评估、局校科技合作成效评估成果等7个子体系组成的局校科技合作成效评估标准体系框架,提出局校科技合作成效评估标准体系实施应用对策建议,以促进评估结果的转化应用.
Analysis of the Construction of Standards System for Assessment of Effectiveness of the Science and Technology Cooperation between Government and Colleges-Taking the Cooperation between Meteorological Departments and Colleges as An Example
According to the statistical data of science and technology cooperation between meteorological departments and colleges or universities from 2018 to 2022,this paper analyzes the current situation and problems of science and technology cooperation between meteorological departments and colleges or universities,and proposes a standards system for the assessment of the effectiveness of the science and technology cooperation,which is composed of seven sub-systems,including basic general standards,guarantee standards for assessment of the effectiveness of science and technology cooperation between government and colleges,assessment of the scientific research project cooperation,assessment of the joint team building,assessment of the joint platform(and institution)building,assessment of the transformation of scientific and technological achievements of government and college cooperation in meteorological departments,standards for the assessment of the effectiveness of science and technology cooperation between government and colleges.This paper puts forward countermeasures and suggestions for the implementation of the evaluation standards system of the effectiveness of science and technology cooperation between government and colleges,and promotes the transformation and application of the evaluation results.
