本文从人工影响天气及其标准体系的概念入手,立足于气象战略定位、业务发展需求及标准化管理对国家标准体系框架构建的需求,结合人工影响天气标准体系的构建原则,构建并优化了人工影响天气标准体系.同时,对标准体系中的术语、作业条件、作业实施、装备保障、效果评估和作业安全六大子体系进行了详细阐述,进一步完善了气象标准体系的总体框架.最后,就如何推进人工影响天气标准体系的建设与优化提出了具体建议.
Research on the Construction of Artificial Weather Modification Standard System
This paper begins with the concept of artificial weather modification and its standard system.It focuses on the strategic positioning of meteorology,the needs of operational development,and the requirements of standardization management for the construction of a national standard system framework.By combining the principles for constructing the artificial weather modification standard system,the paper constructs and optimizes this system.It provides a detailed explanation of six subsystems within the standard system,including terminology,cloud-seeding condition,implementation,equipment support,effective assessment and operational safety,further improving the overall framework of the meteorological standard system.Finally,specific suggestions are put forward on how to advance the construction and optimization of the artificial weather modification standard system.
