摘要
通过技术标准差异条款研究,解决技术标准执行过程中的不适用、条款交叉矛盾等问题,研究提出了实质性差异评价原则,提升技术标准实施能效,更好发挥技术标准对电网发展的基础保障作用.
Abstract
Through the study of the differences of technical standard clauses,issues such as inapplicability and conflicting clauses in the standard implementation process have been resolved.The research proposes the principle of substantive difference evaluation to improve the energy efficiency of technical standard implementation,and better leverage the fundamental guarantee role of technical standards in the development of the power grid.
