摘要
数字政府是数字中国建设的基础性、先导性工程,标准化所倡导的统一、协同等理念与当下政府数字化转型发展路径相契合,标准化能够助力数字政府向着规范化的方向发展.本文系统阐述了数字政府的发展历程,并且梳理了国内外数字政府标准化建设现状,同时对我国数字政府标准化建设的实际情况进行了深入分析,发现了我国数字政府标准化建设中统筹机制不完善、关键标准缺失以及标准应用成效不足等问题,基于此,本文提出了相应的应对措施,以提升标准化对数字政府高质量发展的辅助作用.
Abstract
Digital government is a fundamental and pioneering project in the construction of digital China.The concepts of unity and synergy advocated by standardization align with the development path of the digital transformation of government,so standardization can help digital government evolve in the direction.This paper systematically describes the development history of digital government,and examines the current state of digital government standardization work both domestically and internationally.Additionally,it conducts an in-depth analysis of the actual standardization work of China's digital government.The analysis reveals that the coordination mechanism for standardization is imperfect,key standards are lacking,and standard application is insufficient.Based on these findings,this paper proposes corresponding countermeasures to enhance the role of standardization in the high-quality development of digital government.
