摘要
为完善标准和技术规范的制定流程,欧洲电信标准化协会(European Telecommunications Standards Institute,ETSI)于1994年通过了《ETSI知识产权政策》.本文简要介绍了ETSI标准必要专利政策产生的背景,在此基础上阐述了ETSI标准必要专利政策的历年演化过程,最后对ETSI标准必要专利的特征进行了总结.
Abstract
In order to improve the development process of standards and technical specifications,the European Telecommunications Standards Institute(ETSI)adopted the ETSI Intellectual Property Policy in 1994.This paper briefly introduces the background of the emergence of ETSI standard essential patent policy,and then elaborates the evolution process of ETSI standard essential patent policy over the years.Finally,it summarizes the characteristics of ETSI standard essential patent policy.
