Between Technology and the Rule of Law:the Logic and Its Expansion of Hydrogen Energy Industry Safety Standard Regulation
The standard regulation of hydrogen energy safety refers to the use of standards to regulate hydrogen energy to ensure the safety of hydrogen energy.As a necessary measure to protect hydrogen energy,the development of hydrogen energy safety standards is of great significance for hydrogen energy safety management and promoting the safety standardization of hydrogen energy industry.However,the safety standards for China's hydrogen energy industry still faces problems such as insufficient normative basis,unsmooth standard regulatory system,and poor operation mechanism.In order to achieve effective regulation of hydrogen energy safety,it is necessary to fully understand the technical characteristics of hydrogen energy in each aspect,and use standards as a means of hydrogen energy safety technology governance,and ensure the realization of technology governance with the rule of law.Specifically,the regulation of hydrogen energy safety standards should improve the normative basis from the aspects of the basic law of standards,hydrogen energy standards and supporting specifications;establish a diversified structure of hydrogen energy safety standards and regulations;improve the operation mechanism of hydrogen energy safety standards from the perspectives of innovating traditional standard regulation methods,streamlining operation procedures,and clarifying the main responsibilities.
