"三海倡议"下中国-中东欧合作的困境与发展

"三海倡议"是一个旨在提升中东欧国家和地区贸易连结、基础设施、数字信息和能源发展的合作机制.该倡议在地缘上形成了南北走向,与"一带一路"在波罗的海、亚得里亚海、黑海产生了地理上的交会.但美国等域外力量近年来不断介入"三海倡议",试图将该倡议高度政治化来抗衡甚至取代中国-中东欧合作在该地区持续性发挥作用."三海倡议"本身也具有一定的排他性,成员国在地缘安全、战略动机等方面的诉求差异甚大,对中国-中东欧合作的认知和需求也不尽相同.但"三海倡议"和"一带一路"在发展理念和目标达成上具有高度的相关性,在地缘和功能上的联结性与契合度较强.未来中国-中东欧合作在"三海"地区的布局既要考虑"三海倡议"在地缘政治上的影响,也需继续深化与"三海倡议"的高质量发展路径,努力促成二者在政策、功能等领域的联结、对接与互补,形成发展合力.
The dilemma and development of China-CEEC Cooperation under the"Three Seas Initiative"
The"Three Seas Initiative"is a cooperation mechanism aimed at strengthening trade links,infrastructure,digital information and energy development in Central and Eastern Europe-an countries and regions.The initiative has a north-south geopolitical orientation,with a geopo-litical convergence with the"Belt and Road"Initiative in the Baltic,Adriatic and Black Sea re-gions.However,"extraterritorial"forces such as the United States have recently been continu-ously involved in the"Three Seas Initiative"in an attempt to promote the highly politicized ini-tiative to counter or even replace the China-CEEC to play a sustained role in the region.The"Three Seas Initiative"itself has a certain degree of exclusivity.Member states have very differ-ent geo-security concerns and strategic motives,and their perceptions and needs for China-CEEC are also different.However,the"Three Seas Initiative"and the"Belt and Road"Initiative are highly relevant in development concepts and goals,and they are highly connected and com-plimentary in terms of geography and function.In the future,the cooperation between China and CEEC in the"Three Seas"region shall not only consider the geopolitical influence of the"Three Seas Initiative",but also continue to deepen the high-quality development path of the"Three Seas Initiative",facilitating the coupling of two systems in function and policy-making.
