Does the Increase in Unemployment Insurance Benefits Postpone Reemployment?
Due to concern about the negative impact on reemployment,unemployment insurance benefits in China have been at a relatively low level for a very long time,which has also led to unemployment insurance not fully playing its role in smoothing out economic fluctuations.Using the event study method and monthly urban household survey data,this paper finds that,from a partial equilibrium perspective,the increase in the level of unemployment insurance benefits has a negative impact on the reemployment of insured unemployed workers.On the other side,it promotes the reemployment of uninsured unemployed workers through spillover effects.The positive and negative effects offset each other,making the overall impact negligible.The heterogeneity analysis reveals that an increase in unemployment insurance benefits decreases the reemployment likelihood of insured unemployed workers,particularly among older age groups,women and groups with financial constraint.At the same time,an increase in unemployment insurance benefits mainly promotes the reemployment of low-income,elderly and male groups among the uninsured population.In the context of the growing unemployment problem,this study provides a theoretical reference for formulating a more reasonable level of unemployment insurance benefits.
