How the"Broadband China"Policy Affects the Digital Industries in Chinese Cities
Understanding and properly evaluating the impact and advantages of developing digital infrastructure is important for China's comprehensive advancement of its digital strategy and the growth of its digital economy.We apply the multi-sectoral general equilibrium trade model to the estimation and analysis of the effects of policy shocks among cities within a country,and then discuss and quantify the impact of the"Broadband China"policy on the digital industries in cities.The study finds that:firstly,the"Broadband China"policy can increase the proportion of digital industries in China's industrial structure,when the intensity of financial support for digital industries in pilot cities is 5%,the output share of digital industries will increase by 0.29%;Second,the"Broadband China"policy will promote the flow of digital industries from non-pilot cities to pilot cities,from economically backward cities to economically developed cities,and from the Yangtze River Delta urban agglomeration to the Beijing-Tianjin-Hebei urban agglomeration and the Chengdu-Chongqing urban agglomeration,and strengthen the position of the head city of digital industries.In addition,this policy will also promote the agglomeration of digital industries within urban agglomerations,which will help the formation of digital industry agglomeration highlands.This paper provides a useful reference for the government's future policy design for the digital industry.
