摘要
针对国内学术界存在泛化理解国际公共产品(IPG)概念的倾向,文章分析了这种倾向产生的根源和造成的问题,提出正确使用IPG概念所应注意的几个要点,并以国际货币体系为例讨论如何对IPG做出正确的细化分类.文章认为,国际货币体系中包含各种不同类型的IPG,不加以细致的分析,笼统地用一个IPG概念予以涵盖并进行研究,这不仅在理论上不适当,而且在实践中可能造成相关政策的混乱.文章分析了当前国际货币体系的发展趋势,其中,自然力型IPG的作用显著上升,社会演化型IPG的演化速度加快,由国内公共产品发展而来的IPG正发挥其重要作用,在国际协定和国际组织类IPG大量出现的同时,由一国提供的IPG也快速发展,而理念目标型IPG将成为各国间新的竞争点.
Abstract
This paper analysis the over-broad understanding of International Public Goods(IPG)and the roots and problems of it.The paper gives several key points on how to use the concept of IPG correctly,and classify IPG in the example of the International Mo-netary System.According to such classification,this article analysis the trend of today's International Monetary System,including the natural force type IPG will be more important,the social evolution type IPG will accelerate its speeding,etc.
