Research on Influencing Factors and Driving Paths of China-ASEAN Cross-border Data Sharing:fsQCA and NCA Analysis Based on TOE Framework
Global digital transformation is accelerating,and data has become a core resource driving economic growth and social development.With the growing economic and trade ties between China and ASEAN,cross-border data sharing is crucial for deepening bilateral coopera-tion and promoting regional integration.Taking cross-border data sharing between China and ASEAN from 2014 to 2022 as the research ob-ject,we adopt the TOE theoretical framework and introduce two methods,fsQCA and NCA,to analyse the two types of causality,namely,necessary and sufficient,and explore the key factors and effective paths that affect the level of cross-border data sharing between China and ASEAN.It is found that,firstly,technical factors are the primary bottleneck factors in China-ASEAN cross-border data sharing.Second-ly,the improvement of China-ASEAN cross-border data sharing level is the result of the joint action of multiple factors.Thirdly,from a group perspective,it is found that the high-level China-ASEAN cross-border data sharing presents diversified driving paths,which are manifested as technology-environment dominated,integrated-driven,technology-driven and organisation-environment dominated.Fourthly,the integrated-driven and organisation-environment dominated paths are dominant.Fifthly,the integrated-driven type has the highest origi-nal coverage and is the optimal driving path to realise high-level China-ASEAN cross-border data sharing,with technological innovation in-put and trade openness as the core conditions for most of the driving paths.Finally,there are five generative modes for non-high-level Chi-na-ASEAN cross-border data sharing as well.
