The Impact of Intellectual Property Demonstration City on FDI of High Technology Industry
Based on the background that China will steadily expand institutional opening up and improve the level and quality of trade and invest-ment cooperation,this paper researches the impact of intellectual property system construction on attracting high-quality FDI.It aims to pro-vide a theoretical and policy basis for attracting high-quality global resource elements.Utilizing balanced panel data from 315 prefecture level and above administrative units in China from 2010 to 2022,and employing the difference-in-differences method,this paper examines the im-pact of intellectual property demonstration city policy on FDI in high-tech industries.This paper finds out following conclusions.Firstly,the intellectual property demonstration city,with its spatial spillover effects,affects FDI in high-tech industries in both local and surrounding are-as.Secondly,the intellectual property demonstration city improves the efficiency of existing technological knowledge,which promotes the en-hancement of patent quality and plays a pivotal role in attracting FDI to high-tech industries.Thirdly,because of the promotion from transpor-tation networks and industrial connections,the policy of intellectual property demonstration city produces spillover effects,affecting FDI in high-tech industries in surrounding areas.Furthermore,this paper finds out that transportation networks and industry linkages,as internal mechanisms of the economic system,play a role in spontaneously regulating policy externalities.Meanwhile,external factors can expand the spatial spillover scope of policy effects.Based on these findings,the paper proposes further countermeasures and suggestions for improving and optimizing the policies of intellectual property demonstration city.This provides a decision-making basis for ensuring that pilot policies effec-tively promote the development of FDI in high-tech industries.
