In the context of global climate change, how to make communities more resilient in the face of more and more serious rain and flood problems is an important issue in the community development of delta urban agglomerations. The Netherlands is a representative country in the practice of the rain and flood resilience theory. This paper takes the community under the Dutch polder system, the gathering community in the urban environment and the floating community on the water surface as three types of geographical environment, and summarizes the community water system design strategies when facing different"water problems".Through field visits and literature, this paper analyses and compares the design practices of specific community water systems, providing experiences and references from four aspects:strategy implementation, spatial planning, resource utilization and discipline co-governance.
