东北国有森工企业纾困:实践与政策交织演变的逻辑与发展取向

"两危"问题显现后,东北国有森工企业不断探索纾困路径,中央政府也相继出台指导政策.尽管在产值和职工工资水平方面有明显提高,但相较于所在省份和全国平均水平,国有森工企业始终处于落后地位.为扭转东北国有森工企业陷入的"相对困境",总结实践与政策的经验并提出发展取向至关重要.文中梳理了东北国有森工企业纾困"自下而上"的底层实践与"自上而下"的顶层政策,总结出实践与政策交织的"先行实践-政策指导-广泛实践-政策纠偏-实践修正-政策支持"的演变规律.从身份定位与经营方向2个方面探讨东北国有森工企业的发展取向:身份定位是资源型公益类国有企业;在经营方向上应将从事生态产品价值实现的部门改制为股份合作制企业或私营企业,仅保留从事基础生态服务的部门,履行公益类国有企业职责,或直接改制为事业单位.
Alleviating the Plight of State-owned Forest Enterprises in Northeast China:The Logic and Development Orientation of Practices-Policies Intertwined Evolution
Since the"two crises",the northeast state-owned forest enterprises have been exploring their way to relieve their plight,and the Central Government has also issued policies successively to build support for the effort.Despite significant improvements in output value and employee wages,the enterprises have always lagged behind the provincial and the national average.In order to reverse the"relative dilemma"that northeast state-owned forest enterprises fall into,it is important to summarize the experience in terms of practices and policies and propose development directions.This paper reviews the"bottom-up"bottom-level practices and"top-down"top-level policies that the northeast state-owned forest enterprises have followed,and concludes the practices-policies intertwined evolution pattern of"initiative practice-policy guidance-extensive practice-policy correction-practice revision-policy support".The development orientation of the northeast state-owned forest enterprises is discussed in terms of identity positioning and operation direction.The northeast state-owned forest enterprise should be positioned as resource-based public state-owned enterprise,and they should be restructured from the departments engaged in ecological product value realization to joint-stock cooperative enterprises or private enterprises,during which only the departments responsible for basic ecological services provision could be retained to perform the public duties of state-owned enterprises or could be restructured to public bodies.
