Korea's Overseas Forest Resource Development:Motivations,Policies and Implications
Republic of Korea initiated its overseas forest resource development in the 1990s,which has played a critical role in safeguarding its timber security owing to the proactive policies implemented by the government.This paper analyzes the driving factors to Korea's overseas forest resource development,and summarizes the characteristics of the policies adopted in terms of diplomatic strategy,legal system improvement,financial and fiscal support,and pubic services.Furthermore,it analyzes the challenges confronting the current overseas forest resource development by Korea as well as future directions of policy adjustment.At the end,the insights from the Korea case are concluded from the 3 aspects of top-level framework design,support and guidance provided for large-size companies going global,and strengthened functions of the forestry authorities,with the aim to offer valuable experiences and references to China's overseas forest resources investment.
