林下经济:概念辨析与内涵演变

在全球气候变暖、粮食安全问题日趋严重的背景下,林下经济作为一种兼顾生态保护和经济发展的绿色生态产业方式越来越受到关注和重视.文中对林下经济与农林复合经营、非木质(材)林产品、林副产品等相关概念之间的区别进行了辨析,认为林下经济既是一种契合现代林业发展趋势的生产经营活动,又是一种符合可持续发展目标的产业发展形式,更是一种贴合绿色发展理念的经济增长方式,内涵更为丰富.从理论研究和政策实践 2 个层面梳理林下经济内涵的演变过程可以发现,其经历了生产经营活动、产业发展形式和生态经济模式3 个阶段.在我国,发展林下经济制度有保障、政策有支持、市场有需求、路径有指导.在当前乃至未来一段时间内,林下经济将成为林区经济发展新的增长点,在保障食物供给、维护生态安全、促进林区共同富裕等方面发挥重要作用.
Non-timber Forest-based Economy:Concept Analysis and Connotation Evolution
Under the backdrop of global climate change and deteriorating food security,non-timber forest-based economy has attracted increasing attention.Through analyzing the definitions of non-timber forest-based economy,agroforestry,non-wood forest product(non-timber forest product)and forest by-product,this paper holds that non-timber forest-based economy has richer connotation as it is a production and management activity in conformance to the development trend of modern forestry,an industrial development model in line with the goal of sustainable development,and an economic growth mode in harmony with the concept of green development.By reviewing the evolution of the connotation at the two levels of theoretical study and policy implementation,it is found that the non-timber forest-based economy has undergone three stages from production and management activities,industrial development models to ecological economy modes.In China,the development of non-timber forest-based economy has been guaranteed by governance regime,supported by policies,demanded by market and guided by roadmaps and strategies.In the present and even in the future,the non-timber forest-based economy will be the new economic growth point in the forest regions,and play an important role in ensuring food supply,maintaining ecological security and promoting the common prosperity of the forest regions.
