泰国社区森林管理方式的演变与政策启示

摘要
社区森林管理在维持社区生计和保护自然环境方面有着良好的发展前景,已被泰国政府视为促进国家发展的重要工具.文中梳理了泰国社区森林管理方式的演变历程,并基于泰国传统文化视角——自给自足经济哲学,从社区森林管理的管理理念、管理体系、网络建设、改革进程 4 个方面分析其实践经验,总结当前泰国社区森林管理中存在的不足与挑战,为通过借鉴其经验完善中国森林管理提供了新角度,对中国未来推进中泰林业合作与加强森林可持续管理具有现实意义.
Abstract
Community forest management(CFM)presents a good prospect in sustaining community livelihoods and protecting natural environment,which is regarded by the Thai government as an important tool for promoting national development.This paper reviews the evolution history of CFM approach in Thailand,analyzes its practical experience from the four aspects of CFM management concept,management system,network establishment and reform process from the traditional Thai cultural perspective of the Sufficiency Economy Philosophy(SEP),and summarizes the shortcomings and challenges of Thai CFM approach.This study provides China with a novel perspective to improve the forestry management.It is of practical significance for China to promote Sino-Thai cooperation in forestry and enhance the sustainable forest management in the future.
