Development Status and Implications of Climate-smart Forestry

摘要
为发挥森林在应对气候变化方面的重要作用,欧美学者提出了气候智慧型林业(climate-smart forestry)的概念和理论,得到欧美社会各界广泛关注.文中从核心概念、主要目标、与其他森林经营模式的关系、应用范畴、发展重点 5 个方面解释气候智慧型林业的概念,梳理气候智慧型林业的发展脉络和研究现状,讨论气候智慧型林业理念存在的问题,针对问题提出潜在的研究方向.我国重视林业在实现碳中和碳达峰、促进乡村振兴等多方面的作用.气候智慧型林业与我国林业政策方向相符,对加强森林经营、支持产业发展、发展林业金融、促进国家合作等具有启示意义.
Abstract
In order to give play to the important role of forests in addressing climate change,scholars in Europe and America have proposed the concept and theory of climate-smart forestry,which has attracted wide attention.This paper explains the concept of climate-smart forestry from the five aspects of core concept,main objective,relationship with other forest management models,application scope and development focus,reviews the development of and the current research on international climate-smart forestry,discusses the existing issues in relation to the concept of climate-smart forestry,and puts forward potential research directions.China attaches great importance to the role of forestry in achieving carbon neutrality and rural revitalization.Climate-smart forestry is aligned to the direction of China's forestry policy,which is significant for strengthening forest management,supporting industrial development,developing forestry finance,and promoting national cooperation.
