Strategies of Forest Therapy Base Building Through Multi-collaboration Approach in Japan:A Case Study of Shinanomachi"Healing Forest"in Nagano Prefecture
The forest-based health industry has become an important development direction for achieving rural revitalization, ecological civilization, national health industry development, and supply side structural reform of the forestry sector in China. The building of forest therapy bases started early and has developed rapidly in Japan, and a relatively complete multi-party cooperation model has been formed, which provides references for China to build forest-based health bases.Through reviewing and analyzing the multi-party cooperation paths, the study finds that national and local administrative agencies have provided supports in the early stage of base building, such as policy guidance, standard development, planning and operation, while private enterprises, social organizations and academic community have provided support in the later stage of base construction, including theoretical research, product development, talent development, operation and service supply. In view of the prominent problems in the current development of forest-based health bases in China, the paper proposes that in addition to the forestry sector,it is necessary to coordinate multiple sectors such as finance, healthcare, culture and education, tourism, food, and social welfare,as well as to widely include social forces such as private enterprises, social organizations and academic community for establishing a deeply integrated collaborative development mechanism.Innovative development of forest-based therapy bases can be achieved through coordinated cooperation among multiple government departments, deepening top-level design, and strengthening the talent cultivation for forest-based health industry.
