Strategic guidance is an important way for the central government to shape intergovernmental cooperation and promote regional economic growth.Therefore,based on a systematic review and induction of the theoretical mechanism of the impact of national strategic orientation and intergovernmental cooperation on regional economic growth,this article focuses on the Chengdu-Chongqing Economic Circle,and conducts empirical research using 3494 intergovernmental cooperation texts and socio-economic data from 16 prefecture level and above cities from 2010 to 2022.Research has found that,firstly,after the construction of the Chengdu-Chongqing Economic Circle has been elevated to a national strategy,the combination of national strategic orientation and intergovernmental cooperation has formed a superimposed impact,significantly promoting the improvement of regional economic growth level;Secondly,heterogeneity analysis shows that the combination of national strategic orientation and l intergovernmental cooperation has a more significant promoting effect on cities with larger economic scales in the region.At the same time,as the shortest geographical distance to dual core cities increases,its impact weakens;Thirdly,mechanism testing shows that under the guidance of relevant national strategic positioning and planning,intergovernmental cooperation in the Chengdu-Chongqing Economic Circle mainly enhances regional economic growth by promoting industrial structure optimization and upgrading.The characteristic of industry leading is obvious,and the transmission mechanism of factor flow is not yet established at the current stage.The above conclusions have important policy implications for fully leveraging national strategic guidance and effectively promoting intergovernmental cooperation in the Chengdu-Chongqing Economic Circle to synergistically promote regional economic development.
