摘要

在中央要求构建以排污许可制为核心的固定污染源监管制度体系背景下,针对农药工业精细化环境管理技术基础薄弱等问题,分别从管理和排污单位维度构建基于排污许可全生命周期的农药行业环境管理技术体系,并成功应用于排污许可证核发与申领、排污许可证后监管、排污单位证后管理、地方落实改善环境质量等多项重要工作中,助力完成我国农药制造工业排污许可全面覆盖,落实农药行业排污许可制发挥"一证式"固定源环境管理作用,提高管理部门监管效能,推动行业健康绿色发展.

Abstract

The party central committee required the construction of a fixed pollution source supervision system with a pollution discharge permit system as the core.Under this background,this article focused on the weak foundation of refined environmental management technology in the pesticide industry,and constructed an environmental management technology system for the pesticide industry based on the full lifecycle of pollutant discharge permits from the perspectives of managers and pollutant discharge units.The system was successfully applied in multiple important tasks such as issuing and applying for pollution discharge permits,post supervision of pollution discharge permits,post management of pollutant discharge units,and local implementation of improving environmental quality,which also assisted in achieving comprehensive coverage of pollutant discharge permits in China's pesticide manufacturing industry,implementing the pollutant discharge permit system in the pesticide industry to play the role of"one certificate"fixed source environmental management,improving the regulatory efficiency of management departments,and promoting the healthy and green development of the pesticide industry.
