A Multidimensional Interpretation of the Construction of a Discourse System for the Whole-Process People's Democracy
The proposal of a"whole-process people's democracy"signifies the realistic possibility of telling good story of Chinese democracy and constructing a discourse system of Chinee democracy.The practice of whole-process people's democracy in China has formed a profound theoretical foundation for related discourses,establishing prominent advantages in its expressions,sparked strong expectations for these discourses,and laid a solid foundation for constructing a system of discourse on whole-process people's democracy.Inquiries concerning such a system should focus on the relationships between democracy and elections,the Party's leadership and whole-process people's democracy,the system of the People's Congress and whole-process people's democracy,and democracy and governance,so as to clarify various misconceptions about the theory and practice of whole-process people's democracy.The structural elements of this discourse system should include its theoretical theme,basic categories,core values and logic,which contain the answer to the fundamental question of"what kind of discourse system for whole-process people's democracy should be constructed."Building this discourse system requires us to continue the political practice of democracy in socialism with Chinese characteristics,vigorously enhance theoretical research on whole-process people's democracy,carefully refine core discourses in this respect,build discourse framework,and keep improving the efficiency of their international dissemination.
