The"20×10 Policy for Local Development"and Balanced National Development in the DPRK
Developing the local economy and improving the living standards of the people have been the aspirations of each leader of the Democratic People's Republic of Korean(DPRK).As Kim Jong-un came into office,he inherited and refined the local development strategies of the Kim Ⅱ-sung era,achieving certain results.However,the issues of imbalanced development between urban and rural areas,as well as between different regions,has remained.In response,following a series of local development policies such as the"the route of improving county level conditions"and the"rural revolution program in the new era",the DPRK proposed the"20 × 10 Policy for Local Development"in 2024.The core content of this policy is to select 20 counties each year where modem local factories are to be built,with the aim of further improving the basic material and cultural living standards of the population within ten years.To comprehensively implement this new policy,the DPRK has decided to establish a national guidance work system and take measures to ensure the necessary production factors such as capital,labor and materials.However,the DPRK economy still faces numerous difficulties with limited internal resources that can be mobilized.Thus,actively expanding foreign economic relations has become a necessary option.The"20 × 10 Policy for Local Development"is a significant national strategy for the DPRK to implement the"people first principle".Whether DPRK can successfully implement this policy and fulfill its commitments remains to be a point of concern for all related parties.
