International Cognitive Discrepancies Regarding the Digital Silk Road:Roots,Impacts and Countermeasures
The international community is divided in terms of its understanding of the Digital Silk Road:the majority of developing countries hold predominantly positive evaluations,a minority of Western countries view it negatively,and countries such as those in the EU,ASEAN and the Middle East holding complex attitudes.The essence of these cognitive discrepancies lies in the different digital ideologies and digital values,which stem from varying geopolitical and economic interests in the digital realm,resulting in three major real contradictions:the contradiction between digital sovereignty and digital freedom,the contradiction between digital mutual trust and governance versus digital hegemonic control,and the contradiction between building a community with shared future in cyberspace and fragmented global governance solutions in cyberspace.In the face of the negative impacts brought about by cognitive differences in the international community.China should continue to lead the building of a community with shared future in cyberspace through the Digital Silk Road.At the same time,we should adopt three major optimization pathways and corresponding measures in terms of awareness,theory and practice,respectively,so as to overcome digital capitalism and digital imperialism by utilizing digital socialism with Chinese characteristics,thus leading a new era of global digital civilization.
