Global environment for energy development has undergone profound changes, manifesting in world pattern turbulence and reform, frequent extreme climate disasters,low-carbon transition of energy industry, and the outbreak of a new-round scientific and technological reform. The countries around the world continue to confront the imbalance between energy supply and demand. The path of energy transition is not smooth.Establishing the new before abolishing the old to coordinate the relationship among energy security, cleanliness and economy is the key to build a new energy system in China. The building of China's new energy system can be divided into three stages:foundation period of new energy system before 2035;acceleration period of its building from 2036 to 2050;completion period from 2051 to 2060.Oil and gas will still play an important role in China's energy system for a long time to come, and the natural gas will play a crucial role as bridge and partner in energy transition.Integrated development of fossil energy and new energy is the right way to build the new energy system.China shall work with international communities to maintain the stability of international energy market and ensure the security of the energy industry chain and supply chain.In-depth exchanges and cooperation with the Belt and Road Initiative(BRI)participating countries will be conducted in low-carbon technology, carbon neutrality, methane emission control and carbon markets.Innovation in energy has entered a period of continuous high activity.A large number of emerging technologies, such as renewable energy, unconventionals, energy storage and hydrogen are accelerating iteration, and promoting energy industry transition from resource and capital-dominated to technology-dominated.A new round of scientific and technological reform and industrial transition is reshaping global energy technology and production and consumption structure, and becoming core driver for green and low-carbon energy development.
