The global energy industry is actively progressing towards a transformational stage featuring low-carbon energy production and electrification of energy consumption.China's energy industry is undergoing a series of significant changes,including energy transition,construction of a new-type power system,and market-oriented reform of the electric power system,against the backdrop of carbon peaking and carbon neutrality.These changes have increasingly highlighted the overall trend of low-carbon energy production and electrification of energy consumption.Although international and domestic oil and gas price has been at a high level since 2021,and the operating conditions of China's oil and gas companies have been generally good in recent years,from a medium and long-term perspective,the high-quality and sustainable development of China's oil and gas companies is facing significant challenges posed by the new situation and requirements of industry development.In this context,how to expand the power business with their own characteristics and following industry trends becomes an important issue that oil and gas companies need to consider to turn challenges into opportunities and achieve transformational development.Based on an analysis of current trends in China's energy transition,new-type power system construction,and market-oriented reform of the electric power system,this paper elaborates on the necessity for oil and gas enterprises to develop power businesses in the context of carbon peaking and carbon neutrality.Based on the SWOT(Strength,Weakness,Opportunity,Threat)analysis of oil and gas companies'expansion of the power business,three development strategies,namely,differentiation development,cross-cycle development,and innovation development,are proposed to provide strategic decision-making references for China's oil and gas companies,in order to expand their power business with high quality under the new situation and achieve the transformation of enterprise development from oil and gas companies to comprehensive energy companies.
