摘要
矿山地质环境保护与土地复垦方案是申请采矿许可权的必要条件,是矿山地质环境和生态环境保护的重要保障.我国在矿山治理方面所制定的法律法规和采取的措施在一定程度上遏制了矿山开发过程中的环境问题,但在方案编制和实施监管过程中还存在一些问题.本文在分析方案的编制与实施监管工作发展历程的基础上,剖析方案编制与实施监管工作中存在的问题,并针对存在的问题提出相应的对策与建议,从而为新形势下高效高质地推进矿山生态修复工作提供参考建议.
Abstract
The protection of mining geological environment and land reclamation plan are necessary conditions for applying for mining permits,and are important guarantees for the protection of mining geological environment and ecological environment.The laws and regulations formulated and measures taken in mining governance in China have to some extent curbed environmental issues in the mining development process,but there are still some problems in the planning and implementation supervision process.On the basis of analyzing the development process of plan preparation and implementation supervision work,this article analyzes the problems in plan preparation and implementation supervision work,and proposes corresponding countermeasures and suggestions to address the existing problems,thus providing reference suggestions for efficient and high-quality promotion of mine ecological restoration work in the new situation.
